Redfern-Waterloo Authority (RWA) was established in 2005 and set up under its own legislation to manage urban renewal in the Redfern-Waterloo area. It focussed on change across the built environment, employment & enterprise and human services delivery.

The RWA ws dissolved on 1 January 2012.

Sydney Metropolitan Development Authority (SMDA) was established in Decemeber 2010 It was set up to manage and deliver urban renewal in designated grow centres, established under the Growth Centre (Development Corporations) Act 1974. SMDA was responsible for the Redfern Waterloo and Granville Growth Centres.

The SMDA became UrbanGrowth NSW Development Corporation on 1 January 2013.

UGDC inherited SMDA's growth centres and responsibilities. The Cooks Cove growth centre was added in August 2013.

From July 1 2017, UGDC  administers The Bays growth centre and Parramatta North growth centre.
