Barry Mann

Chief Executive Officer

Barry was appointed Chief Executive Officer of UrbanGrowth NSW Development Corporation in September 2017. The corporation is responsible for the orderly and economic development of growth centres including The Bays, Redfern-Waterloo and Parramatta North. Barry oversees the corporation’s strategic direction, activities, staff, financial performance and interface with Government.

Barry has more than 30 years’ experience managing property development and construction businesses in the listed, private and government sectors. He has held local and global executive management roles overseeing operations and portfolio delivery for leading Australian property organisations including Stockland and Lend Lease.

Barry joined UrbanGrowth NSW in 2016 as Head of Projects Portfolio where he was responsible for overseeing the strategy, operations and financial management of The Bays Precinct Sydney and the Western Sydney and CBD project portfolios. Most recently, he was Acting Chief Executive Officer of UrbanGrowth NSW during the portfolio transition.

Prior to this, Barry was Director, Property Development and Asset Management, for the City of Parramatta responsible for $5 billion of property development activities.

Barry is a member of the Australian Institute of Company Directors. He has a Bachelor of Engineering (Civil) from UNSW and a Graduate Diploma in Applied Finance and Investment.

Steve Driscoll

Head of Projects

Steve was appointed Head of Projects at UrbanGrowth NSW Development Corporation in September 2017. Steve oversees the corporation’s delivery of major urban redevelopment programs.

Steve has 25 years’ experience across the property and government sectors, working for state and local government organisations including Blacktown City Council, the Department of Planning and Environment and UrbanGrowth NSW.

Steve’s most recent role was Acting Chief Executive Officer of the corporation during the portfolio transition, and prior to this, Head of CBD projects at UrbanGrowth NSW. From 2004, Steve held senior management roles at Landcom (trading as UrbanGrowth NSW between 2012 and 2017) in project planning and delivery, sustainability, and corporate strategy.

Steve has a Bachelor of Town Planning (Honours 1; University Medal) from the University of NSW.

Jillian Khoo

General Counsel, Risk and Procurement

Jillian was appointed General Counsel of UrbanGrowth NSW Development Corporation in September 2017, and is the corporation’s key legal adviser, chief procurement officer and oversees its risk management and WHS function.

Jillian has more than 20 years experience in legal advisory and management roles in property development. She has a background in project-specific financing, structured finance, development and capital partnerships. She held divisional general counsel and general management positions at Australand Holdings Limited an ASX listed REIT prior to its acquisition by Frasers.

Jillian joined UrbanGrowth NSW (Landcom - state owned corporation) in 2015 as General Counsel where she was responsible for overseeing the legal and governance functions of the organisation.

More recently as General Counsel and Company Secretary she oversaw the transactional elements of the portfolio transition.

Jillian began her career at Mallesons Stephen Jacques (now King and Wood Mallesons) specialising as a senior associate in structured property finance, capital partnerships and development.

Jillian holds a Bachelor of Laws and a Bachelor of Arts (Politics).

 

James Barry

Acting Chief Financial Officer

James was appointed Acting Chief Financial Officer in September 2017 and is responsible for the corporation’s finance and business services functions.

James is an experienced CFO with more than 25 years’ senior finance and corporate services experience in the pharmaceuticals, management consultancy, audit and retail industries. He has held CFO positions in Galderma Pharma, Kepner Tregoe Asia, Tie Rack, the Woolmark Company and the Australian Technology Park.

James began his career in Audit with Deloitte in Dublin.

James holds a Bachelor of Business, is a Chartered Accountant and a Graduate Member of Australian Institute of Company Directors.
