Redfern-Waterloo

The Redfern-Waterloo Growth Centre is approximately 350 hectares in size. The revitalisation of this important area of Sydney was central to the aims of the Redfern-Waterloo Authority from 2004 until the end of 2010 and that ambition was carried forward into the Sydney Metropolitan Development Authority, and now the Development Corporation.

The Development Corporation assumed many of the urban renewal and planning functions of the former Redfern-Waterloo Authority, although many former "place making" functions have been transferred to other government agencies, Council or organisations following the cessation of the Redfern-Waterloo Act at the end of 2010 . Development within the Growth Centre is occurring under the provisions of the State Environmental Policy (Major Development) 2005 and the State Environment Planning Policy (State and Regional Development) 2011 and also the provisions of the City of Sydney's Local Environmental Plan.

The Development Corporation seeks to facilitate urban renewal to ensure the area reaches its full economic, social and creative potential by creating a vibrant, socially inclusive and more sustainable community.

The major tasks underway in the Redfern-Waterloo Growth Centre are planning for renewed growth in Redfern-Waterloo as a result of new and improved infrastructure generating the demand for additional housing a jobs.

Contribution Plans


Contributions Plan 2006

The Contributions Plan applies to development on land within the Redfern Waterloo Precinct for which the Minister for Planning is the consent authority under the Environmental Planning and Assessment Act.

The Contributions Plan:

  • - Identifies the percentage of the development levy, what development it applies to and how the amount is payable;
  • - Details the expected development and demand for public facilities in the Redfern Waterloo Precinct; and
  • - Identifies the public facilities and amenities to be funded from contributions collected from the Plan.

A Regulation was gazetted on 12 September 2014 to clarify that the Contributions Plan is applicable to State Significant Development. A copy of the Regulation is included below.

Affordable Housing Contributions Plan 2006

The Affordable Housing Contributions Plan enables the Minister for Planning, when granting consent to development, to impose a condition of consent requiring the payment of an affordable housing contribution, for the provision or refurbishment of affordable housing within the Redfern Waterloo Precinct.

The Affordable Housing Contributions Plan enables the Minister for Planning (or delegate such as the City of Sydney for development under $10 million in value), when granting consent to development, to impose a condition of consent requiring the payment of an affordable housing contribution, for the provision or refurbishment of affordable housing within the Redfern Waterloo Precinct.

The Affordable Housing Contributions Plan:

- Identifies the affordable housing contribution rate to apply, what development it applies to, how the amount of affordable housing contributions is determined, and how the amount is payable.
- Details the relationship between the expected development in the Redfern Waterloo Precinct and the need for affordable housing; and
- Details the works schedule.
